About the Board

The Board consists of 12 members who are appointed by the governor and serve staggered six-year terms. Board Policies, as adopted by the coordinating board, are available. Please contact the governor's office if you would like to be considered for a position on this board.

Chairman Bob L. Burns of Magnolia was appointed to the Coordinating Board in 2007 to fill a remaining term that expires in 2009. Mr. Burns previously served as a university Board of Trustee member and is currently the chairman and CEO of Farmers Bank and Trust in Magnolia. He is a retired colonel in the U.S. Army, where he served with the 4th Infantry Division in Vietnam. He has served on several boards, including Chairman of the Southern Arkansas University Board of Trustees and as a board member on the Arkansas Counsel of Economic Education.

Vice-Chair David Leech of Stuttgart was appointed to the Coordinating Board in May 1997 and is currently serving his second term, which will expire in 2012. Mr. Leech previously served as a two-year institution Board of Trustee member and graduated from the University of Arkansas in Monticello. Mr. Leech operates a wholesale grocery business in Stuttgart.

Dr. Charles Allen of Little Rock was appointed to the Coordinating Board in 2007 and is serving a term that will expire in 2013. Dr. Allen serves as a business and industry representative and is the chief administrative officer for the Correction’s School System of Arkansas. Dr. Allen has 40 years of experience as an educator and has served as superintendent for three Arkansas School districts, a county school supervisor, a high school principal, and an educational supervisor with the Arkansas Department of Education.

Ms. Sarah Argue of Little Rock was appointed to the Coordinating Board in 2009 and is serving a term that will expire in 2015. A graduate of Wellesly College in Massachusetts and the University of Arkansas Clinton School of Public Service, Ms. Argue spent three years teaching fourth-and fifth-graders in inner-city Boston.
Dr. Joe Bennett

Dr. Joe Bennett of Harrison was appointed to the Coordinating Board in 2007 and is serving a term that will expire in 2013. Dr. Bennett serves as a business and industry representative and is a retired medical doctor who operated a private radiology practice at Boone County Medical Center. He also served as the hospital’s chief of staff and on the Advisory Commission to the Arkansas Board of Higher Education from 1972-75. He was chairman of the North Arkansas Community College Board of Trustees from 1992-2000.

Jodie Carter of Little Rock was appointed to the Coordinating Board in 1999 and is currently serving his second term, which will expire in 2011. He previously served as a university Board of Trustee member and graduated from Henderson State University. Mr. Carter is a retired administrator of the Little Rock Alternative Learning Center.
Dr. Olin Cook

Dr. Olin Cook of Russellville was appointed to the Coordinating Board in May 2008 and is serving a term that will expire in 2014. A retired educator, Dr. Cook has served as the Executive Vice President and Vice President for Academic Affairs at Arkansas Tech University and for 10 years as the Director for the Department of Higher Education. He has served on several boards, including the River Valley Shelter for Battered Women and Children. Dr. Cook has also served as the Chair of the House Education Committee and is a former State Representative.
Mr. Bob Crafton

Bob H Crafton of Rogers was appointed to the Coordinating Board in 2009 and is serving a term that will expire in 2011. He graduated from Arkansas Tech with an Associate of Science Degree and the University of Arkansas with a Bachelors Degree in Civil Engineering. He previously served on the planning committee that brought the Northwest Arkansas Community College to a successful vote and served twelve years on the NWACC Board of Trustees, two years as chairman. He served 10 years on the Rogers Board of Education, two years as chairman. He is a retired Consulting Engineer having co-founded Crafton Tull and Associates, a firm that now has over 300 employees with offices in several states.
Mr. Phil Ford

Phil Ford of West Memphis was appointed to the State Board in January 1995 and the Coordinating Board in May 1997, and he is currently serving his second term on the Coordinating Board, which will expire in 2010. He graduated from Arkansas State University and owns the State Farm Insurance Agency in West Memphis. He served on the West Memphis Board of Education for 15 years and as Chair of the Coordinating Board from July 2001 to July 2005.
Dr. Dan Grant

Dr. Daniel Grant of Arkadelphia was appointed to the Coordinating Board in January 1997 and is currently serving his second term on the Coordinating Board, which will expire in 2010. Dr. Grant served as President of Ouachita Baptist University in Arkadelphia from 1970 until his retirement in 1988. Dr. Grant currently serves as the Academic Committee Chair.
Mr. Kaneaster Hodges

Kaneaster Hodges, Jr. of Newport was appointed to the Coordinating Board in 2002 and is currently serving his second term that will expire in 2014. Mr. Hodges previously served as a Board of Trustee member of the University of Arkansas and graduated from Princeton University. Mr. Hodges received his law degree from the University of Arkansas and practices in Newport. He also served as a U.S. Senator. Mr. Hodges served as Chair of the Coordinating Board from July 2005 to July 2007.
Mr. Steve Luelf

Steve Luelf of Mountain Home was appointed to the Coordinating Board in June 2006 and is currently serving his first term that will expire in 2012. Mr. Luelf is president and owner of American Stitchco Inc., a cattle rancher, and former State Senator. He graduated from Stanford University and currently serves on the Arkansas Economic Development and Arkansas 4-H Foundations. Mr. Luelf currently serves as the Finance Committee Chair.
